Anti-Doping Conference for sports federations conducted by the RUSADA at the ROC

The anti-doping educational conference for the all-Russian sports federations, organized by the Russian Anti-Doping Agency (RUSADA), took place on Tuesday at the Russian Olympic Committee.

The event was held with the support of the Russian Olympic Committee and the  Ministry of Sport, in the framework of the National Anti-Doping Plan implementation, adopted by the Independent Public Anti-Doping Commission on February 1, 2017. The conference theme was ‘Educational Anti-Doping Strategy of the All-Russian Sports Federations. Development and Implementation’.

Members of the conference were greeted by the Chairman of the Independent Public Anti-Doping Commission, Honorary President of the ROC Vitaly Smirnov, First Vice-President of the ROK Stanislav Pozdnyakov, President of the Russian Paralympic Committee Vladimir Lukin, Director of the Department of Science and Education of the Ministry of Sport of the Russian Federation Tatyana Fomichenko and CEO of the RUSADA Yuri Ganus.

Vitaly Smirnov noted that this is not the first event on anti-doping issues, conducted by the RUSADA in cooperation with the ROC.

– Recently, within these same walls, we met with the heads of sports federations. Then the ROC President Alexander Zhukov and the Minister of Sport Pavel Kolobkov were on the podium. Now they are in Seoul preparing for a very important meeting of the Council of founders WADA. In addition, we conducted four educational seminars for the representatives of the federations. All participants of those seminars received diplomas. Now it is important to share acquired knowledge, to bring the information to professionals in the regions.
The implementation of the National Anti-Doping Plan and hence the position of Russia in the international sports arena largely depend on your work, – said the Head of the Independent Public Anti-Doping Commission.

First Vice-President of the ROK Stanislav Pozdnyakov thanked the RUSADA for organizing the conference, highlighted its importance, and told about one of the paragraphs of the Association of National Olympic Committees (ANOC) XXII General Assembly resolution.

– At the meeting in Prague representatives of the national Olympic committees and international federations strongly condemned public calls by some anti-doping agencies to suspend Russian athletes from the Pyeongchang Olympic Games. You can’t mix sports and politics! We will once again try to convey this idea to the WADA founders at the meeting in Seoul. For its part, the Russian Olympic Committee will continue to support all organizations, responsible for implementing state policy in the sphere of fight against doping in our country, – said the First Vice-President of the ROC.

Director General of the RUSADA Yuri Ganus also noted the importance and necessity of collaboration of all country’s sports federations and departmental organizations in the anti-doping sphere.

Moderator of the educational platform – Deputy Director General of the RUSADA Russian Anti-Doping Agency Margarita Pakhnotskaya presented a report on ‘Features of the Implementation of Anti-Doping Educational Programmes in the Russian Federation. Educational Anti-Doping Strategy’.

A report on the ‘Role of the All-Russian Sports Federations in the Prevention of Violations of Anti-Doping Rules’ was presented by the representative of the Ministry of sports Alsu Makhmutova.

Representatives of the all-Russian sports federations shared their experience in implementing educational strategies. Among them were the anti-doping specialist of the All-Russian Swimming Federation Valeriy Barchukov, anti-doping coordinator of the All-Russian Athletics Federation Elena Ikonnikova, Head of the Russian Weightlifting Federation Anti-Doping Commission Alexander Petrov, Candidate of Medical Sciences, Deputy Head of the Russian Paralympic Committee  Commission on Medicine, Anti-Doping and Classification of Athletes Guzel Idrisova, Doctor of the Federal Scientific-Clinical Center of Sports Medicine of the FMBA of Russia Andrey Abramov.

Viktoria Badtieva, Doctor of Medical Sciences, Professor, Corresponding Member of the RAS, Chairman of the RUSADA Committee for Therapeutic Use of Prohibited Substances spoke about the urgent problems of applying for therapeutic use.

The Head of the RUSADA Committee for Therapeutic Use of Prohibited Substances  Pavel Horkin touched upon the main provisions of the international standard for therapeutic use.

In conclusion, the participants summarized the results and expressed a desire to share experience in the implementation of  integrated information and education programs on combating doping in sport.
