  • The Executive Board approved a new list of the ROC public commissions. It includes commissions on ethics, international cooperation, membership in the ROC, Olympic education, culture, press, awards and Fair Play, as well as a legal commission.

    In addition, a new public commission on sports refereeing has been established to address the many appeals made to the ROC and the Ministry of Sports regarding the quality of refereeing. It will be headed by Arkady Rotenberg, Hero of Labor of Russia, Honored Coach, Honored Worker of Physical Culture, Ed.D., Vice-President of the ROC. The commission, in collaboration with the Ministry of Sports, will work on developing proposals to enhance the refereeing system.

    The Executive Board has approved the updated Concept for the Program to Promote the Development of Olympic Sports until December 31, 2028. Through the special purpose funding, the activities of sports federations will be prioritized, in particular, the training of athletes and their participation in international competitions.

    Another development is the implementation of a rating system designed to evaluate the international cooperation efforts of sports federations. The proposal received overwhelming support from the majority of participants at today’s meeting.

    Beginning in June 2025, each federation will be assessed based on  key performance indicators (KPIs) on such criteria as its involvement in the governing bodies of international sports organizations, official engagement with the global sports community, decisions made by these organizations benefit Russian athletes, holding international competitions in Russia, and media presence. Each KPI can contribute between 0 and 50 points to the federation. An individual and overall rating will be established based on the rating. A newly formed specialized commission of the ROC will be responsible for compiling this rating.

    The composition of the ROC members has also changed. Due to the merger of several federations, the Russian Softball Federation and the Russian Rowing Federation are no longer part of the ROC. Earlier they had been included in the Russian Baseball and Softball Federation and the Russian Canoe Federation respectively.
