    Before discussing the working agenda, members of the Executive Board warmly congratulated the Chair of the ROC Athletes’ Commission, two-time Olympic champion Sofya Velikaya on the occasion of her birthday and on receiving a MGIMO diploma confirming her studies under the Program “World Sports: Legal Regulation, Positioning, Communications.”

    The Executive Board deemed the decision of the European Olympic Committees (EOC) to prevent the Russian Olympic Committee from participating in the 51st EOC General Assembly in Skopje to be discriminatory and in violation of the legitimate rights and interests of the ROC. The ROC Legal Department has been instructed to give an opinion on the legitimacy of the actions by the EOC and possibly file an appeal with the Court of Arbitration for Sport (CAS).

    The Legal Department, the Legal Commission, the Commission for International Activities and the ROC Athletes’ Commission will have to make recommendations on the ROC’s membership in the EOC. They shall be considered by the ROC Executive Board.

    The Executive Board approved the Concept for the Program on promoting the development of Summer Olympic sports and training Russian athletes in order to ensure participation in the Games of the XXXIII Olympiad in Paris for the period until 31 December 2024.

    A positive assessment was also given to the work on implementing the Program to promote the development of mass sports “Olympic Country” during the period 2019–2022.

    The Executive Board acknowledged the effectiveness of the activities of the ROC in the implementation of the main directions for ensuring international sports activities until 2022.

    Financing of the activities of the Program to assist in Candidates to become Members of the Russian Olympic Team and to ensure the participation of the Russian Olympic delegation at the XXIV Olympic Winter Games in Beijing, and the development of sports included in the program of the Olympic Winter Games, was assessed as satisfactory.

    In connection with the non-admission of ROC representatives to the electoral conference of the Russian Skating Union held in Moscow on 3 June, the Executive Board recommended that the Russian Skating Union immediately conduct an investigation and take comprehensive measures to prevent such actions. In the event of a repeated violation by the Russian Skating Union of the ROC Charter, the issue of terminating the membership of the RSU in the ROC may be considered.

    In addition, based on the decision of the ROC Awards Commission, the Executive Board decided to present the ROC Honorary Badge “For Merit in the Development of the Olympic Movement in Russia” to:

    – Pavel Vavilov – Director of Tyumen sports school No. 2, member of the Olympic Council of Tyumen Region;

    – Elena Divinskaya – Executive Secretary of the Volga Olympic Academy;

    – Dmitry Dubrovsky – President of the Ski Jumping and Nordic Combined Federation;

    – Natalia Kornilova – Director of school No. 154 in Samara, member of the Olympic Council of Samara Region;

    – Vasily Oskolkov – member of the presidium of the Volga Olympic Academy;

    – Evgeny Plekhov – head coach of the Russian national ski jumping team, Master of Sport;

    – Natalya Popova – President of the Federation of Rhythmic Gymnastics of Samara Region, Associate Professor of the Department of Theoretical Foundations of Physical Education and Sports at Samara State University of Social Sciences and Education;

    – Natalya Savostina – Director of the Volgograd Olympic Reserve Sports School No. 10, Honored Coach of Russia;

    – Alexander Fetisov – Deputy Chairman of the Government of Samara Region;

    – Vladimir Tsoi – member of the wrestling federation of the Republic of Kalmykia;

    After the meeting of the ROC Executive Board, Stanislav Pozdnyakov spoke to media representatives.

    – The ROC Executive Board summed up the results of implementing various programs over the past four years: as part of assisting in the preparation of athletes for the Olympic Winter Games in Beijing, in the field of mass sports and international activities of the Russian Olympic Committee.

    Members of the Executive Board, in general, gave positive assessments. The programs were deemed effective and all the main targets were achieved.

    Taking into account the changing situation in the world, we will make changes to the Program to promote the development of mass sports “Olympic Country.”

    Emphasis will be placed on supporting our athletes who, due to known circumstances, have temporarily lost the opportunity to participate in international competitions.

    In the context of international activities, we discussed in detail the new challenges and the tasks that the ROC will have to solve in the near future.

    Special attention was paid to the outrageous situation related to the non-admission of ROC representatives to the recent electoral conference of the Russian Skating Union.

    Members of the Executive Board approved a “road map” for the Russian Skating Union, which will avoid the loss of its membership in the Russian Olympic Committee. The new president of the RSU, Nikolai Gulyaev, confirmed the readiness of the organization to fulfill all the points in this document.

    A few days ago, we received information that the Russian Olympic Committee was not allowed to participate in the forthcoming General Assembly of the European Olympic Committees.

    This is already the third unfriendly step taken by the EOC towards us as one of its members. Moreover, this decision completely contradicts the statement of the head of the IOC, Thomas Bach, that the Russian Olympic Committee is a full-fledged participant of the Olympic movement.

    Of course, we will not leave this step of the EOC unanswered in the legal field, as we consider it to be unlawful and counterproductive. In this regard, we reserve the right to question the legitimacy of holding the General Assembly of the European Olympic Committees.

    The Executive Board decided to ask the ROC Legal Commission, the ROC International Affairs Commission and the ROC Athletes’ Commission for recommendations on the expediency of further membership of the ROC in the European Olympic Committees. After expert opinions are received, the Executive Board will once again consider this issue and discuss further steps in accordance with the ROC Charter.

    – How unexpected was the decision of the EOC for you?

    – To be honest, this is the first time I see such serious differences in the rhetoric of the IOC and the actions of the EOC. The International Olympic Committee is trying to preserve the integrity of the Olympic movement, while colleagues from the EOC, as we can see, have a completely different approach. In any case, Russia will not allow itself to be manipulated, we will cooperate with those who seek to build bridges, not destroy them. The Russian Olympic Committee will support all initiatives aimed at achieving peace, friendship and basic Olympic values.

     – Can the words of Thomas Bach at the IOC session be regarded as meeting Russian athletes halfway?

    – It will be possible to say so if the IOC annuls its recommendations that were given to International Sports Federations regarding Russian athletes at the end of February.
